Charles Steel was the son of Dr Gerard Steel, JP and was educated at Bedford School between 1912 and 1919.

Charles Steel attended the Royal Military Academy, Woolwich between 1919 and 1921, at which he was awarded the Prize Cadetship and the Armstrong Memorial Prize.

Charles Steel was commissioned into the Royal Engineers on 13 July 1921.

Charles Steel was promoted to the rank of captain on 13 July 1932 and attended the Staff College, Camberley, being promoted to the rank of major on 1 August 1938.
