Clifford Hayes was a Sustainable Australia member of the Victorian Legislative Council between 2018 and 2022, representing Southern Metropolitan Region.

Clifford Hayes was not re-elected at the 2022 state election.

Clifford Hayes was the Mayor of Bayside from 2009 to 2010.

In 2018, Clifford Hayes stood as the leading candidate for Sustainable Australia for the Southern Metropolitan Region in the Parliament of Victoria.

In 2019, Clifford Hayes drafted a Motion in the Victorian Parliament to restore local democracy in planning issues and curb the power of the Victorian Civil Administrative Tribunal.
