Harrison Mwakyembe is a younger brother of Daimon Mwakyembe, former director of the Tanzania Bureau of Standards.
Harrison Mwakyembe attended Tukuyu Primary School and Kituli Primary School.
Harrison Mwakyembe later enrolled as a student at the Tanzania School of Journalism in Dar es Salaam where he obtained a Diploma in Journalism before going to the University of Dar es Salaam where he studied law and earned a Bachelor of Laws.
Harrison Mwakyembe did post-graduate work in law at the University of Turin, specialising in intellectual property, and earned a certificate before proceeding with his studies.
Harrison Mwakyembe obtained a Master of Laws from the University of Hamburg and continued with his studies at the same school where he earned a doctorate in law.
Harrison Mwakyembe later became a lecturer and then senior lecturer in law at the University of Dar es Salaam where he served, at different times, as head of the department of international law and the department of constitutional and administrative law.
Harrison Mwakyembe was elected as a member of the East African Legislative Assembly representing Tanzania and as a member of parliament in 2005 representing Kyela, a position he lost in 2020 and was replaced by fellow ccm cadet Ally Mlaghila.
Harrison Mwakyembe has served in different capacities as a cabinet member under two presidents.
Harrison Mwakyembe was Deputy Minister of Works, Minister of Transport and Minister of East African Cooperation under President Jakaya Kikwete; and Minister for Constitutional Affairs and Justice and Minister for Information, Culture, Artists and Sports since 23 March 2017 under President John Magufuli.
Harrison Mwakyembe is one of the most experienced cabinet members in the country.
On 13 November 2007 the member of parliament of Tanzania was formed a five-member committee headed by Kyela MP, Dr Harrison Mwakyembe, to investigate on the Richmond corruption scandal involved Edward Lowassa.
The Harrison Mwakyembe committee found the contract to have been fraudulently concluded, hence unconscionable.
