Huang Qifan is a Chinese politician, best known for his term as the Mayor of Chongqing, one of China's four directly-controlled municipalities, between 2010 and 2016.

Between 1994 and 1995 Huang Qifan served as the Director of the Policy Research Office of the Communist Party organization in Shanghai.

Between 1995 and 2001 Huang Qifan served as the Deputy Secretary-General of the Shanghai Municipal Government.

Between 1998 and 1999 Huang Qifan took on a one-year stint pursuing his Executive MBA at the China Europe International Business School in Shanghai.

Huang Qifan was transferred to work in Chongqing in 2001, several years after the city was elevated to "Direct-controlled Municipality" status equivalent to that of Shanghai.
