Jean-Baptiste Eugene Abel was born in Toulon on 12 January 1863.
Jean-Baptiste Abel attended the Lycee de Toulon, then studied law and became an advocate in Toulon.
Jean-Baptiste Abel retained his seat in the departmental elections the next year, and in 1893 became vice-president of the council.
Jean-Baptiste Abel was appointed secretary of the chamber from 12 January 1897 to the end of the legislature.
Jean-Baptiste Abel was appointed counselor to the Riom court of appeal, and then to the Nimes court of appeal, holding this position for the next ten years.
Jean-Baptiste Abel was again involved in marine issues, and was a member of the marine committee.
Jean-Baptiste Abel was elected vice-president of the chamber in November 1915.
In July 1919 Jean-Baptiste Abel accepted the post of Governor-General of Algeria from Prime Minister Georges Clemenceau, holding this office while remaining a deputy.
Jean-Baptiste Abel resigned as vice-president of the chamber on 5 August 1919.
Jean-Baptiste Abel was reelected as deputy in the general elections of 16 November 1919.
