Khawar Rizvi was born into a Syed family on 1 June 1938.

Khawar Rizvi's mother, Abida Begum, was a poet, though most of her poetry was not preserved.

Khawar Rizvi's maternal uncle, Dr Abul Hassan, was a well-known poet and scholar, as was his aunt, Bano Saidpuri.
