From 19 November 2018 until his resignation on 18 November 2020, Hakobyan served as the Chief Military Inspector of the Armed Forces.

Movses Hakobyan was born in the town of Chartar in the Martuni region of the Nagorno Karabakh Autonomous Oblast.
