Philip Jonathan Perry was born on October 16,1964 and is an American attorney and was a political appointee during the George W Bush administration, where he was acting associate attorney general at the Department of Justice, general counsel of the Office of Management and Budget, and general counsel of the Department of Homeland Security.

Philip Perry has handled matters before the US Supreme Court, the US Courts of Appeals, and US District Courts across the country.
