Rafael Hui Si-yan was born on 8 February 1948 and is a former Chief Secretary for Administration of Hong Kong and career civil servant.

Rafael Hui was appointed as a Justice of the Peace on 1986 and received the honour of Gold Bauhinia Star in 1998.

Rafael Hui's father is an indigenous inhabitant from Tai O, Lantau Island.

Rafael Hui attended Queen's College and the University of Hong Kong.

Rafael Hui joined the civil service of Hong Kong in 1970 and became an administrative officer.

Rafael Hui was seconded to the Independent Commission Against Corruption from 1977 to 1979.

Rafael Hui took up the post of Commissioner for Transport from 1992 to 1995.

In 2002, Rafael Hui was elected a steward of the Hong Kong Jockey Club.

On 19 December 2014, Rafael Hui was convicted of five counts of misconduct in public office after a 128-day jury trial in Hong Kong.

Rafael Hui was held at Stanley Prison and his appeals to the Court of Appeal and Hong Kong Court of Final Appeal were dismissed.

Rafael Hui was released early in December 2019, after serving five years of his term, due to good behavior as an inmate.
