Samson Babi Mululu Kisekka was a Ugandan politician who was Prime Minister of Uganda from 1986 to 1991 and the fifth Vice President of Uganda from 1991 to 1994.

Dr Kisekka Samson was born in the evening of Friday 23 June 1912 in Mengo, Kampala, Uganda and grew up near what would become Uganda's capital, Kampala.
