Viktor Liina studied at the Higher Naval School of Submarine Navigation in Leningrad, graduating in 1990 and being assigned to serve on the submarines of the Northern Fleet.

Viktor Liina graduated from the Kuznetsov Naval Academy in 2006, and was appointed in succession as deputy commander and chief of staff, and then commander of a submarine division, deputy commander of the submarine forces of the Northern Fleet, and then commander of the White Sea Naval Base from 2010 to 2012.

On 9 August 2012 Viktor Liina was promoted to the rank of kontr-admiral.

In 2014 Viktor Liina enrolled in the Military Academy of the General Staff of the Armed Forces of Russia, and on graduating in 2016, was appointed First Deputy Commander of the Black Sea Fleet in May that year.

On 12 December 2018 Viktor Liina was promoted to the rank of vice-admiral and on 1 August 2019 he took up the role of Deputy Chief of the General Staff of the Armed Forces of the Russian Federation.
